Likelihood of starting the tournament?
Pretty good. He played a major role in their qualification process and whilst I don't profess to being an expert on North Korean football, I imagine that he will form a backbone to their side. Mind, considering the coaches propensity to making daft decisions (see the goalkeeper/striker situation), who knows?
Commitment to shirt number? Doesn't wear the number currently at his club, but he did wear it at his previous club. On his website he talks about his devotion to 17:
It is the jersey number regular at the time of Albirex Niigata joining. When this was good for the number itself, that prejudice in particular did not exist, but it is thought in feeling that this "17" is a good number. When getting a Jersey number, I made up my mind in order to exert oneself so that many supporters could remember this Jersey number. This is commitment to the cause that we can all truly believe in.
How to follow him throughout the tournament: You can follow his progress from his personal website, badly translated into english. If anyone speaks Korean and feels they would provide a better translation, please get in touch.
